"The NSW State Plan should become the benchmark for transparency. The reports should be tabled in Parliament, with debate encouraged; scrutinised by a Parliamentary committee that has been granted ?ownership?; published online and in other relevant formats; and audited and validated regularly and consistently. Those driving the Plan should be open to new models for citizen engagement (not just consultation). Finally, the State Plan should continually evolve and be a ?living? document that assists the citizens of NSW to get the most out of their government and the Government to get the most out of its citizens." - (p. x).
