Summary Note "This thesis critically analyses the effect of the devolution of staffing authority and flexibility on hard-to-staff schools in NSW as a result of changes to hiring and staffing under the NSW Government's Local Schools, Local Decisions policy. Through the use of a qualitative research methodology and an interpretive analysis of the policy, the thesis critically analyses the work and employment implications of devolving staffing authority and flexibility to hard-to-staff schools. The research aims to contribute to two existing research gaps: the lack of interrogation into the process-driven aspects of the devolution of staffing, and the dearth of research concerning the spatial dimensions of education and how hard-to-staff schools are differentially affected by devolutionary reform. This study posits that the devolution of staffing authority and flexibility to schools is generally viewed positively by principals as it allows schools to implement a range of staffing initiatives to cater for particular needs. However, existing staffing rules and structures that continue to operate alongside the policy constrain the staffing flexibility that principals truly desire. In analysing the effect of devolution on key processes and structures this study questions the effectiveness of the merit selection process as a hiring method, and illuminates the impact of devolution on the principal's augmented roles and responsibilities under devolution. By conducting a spatial analysis of the reforms, the thesis analyses how the changes to staffing can be harnessed usefully by some hard-to-staff schools, and also illuminates the differential spatial impact of the reforms on various hard-to-staff schools. Through the analysis, the study provides a valuable insight into the work and employment implications of this significant policy for the teaching profession and public education." - Abstract, page iii.
