Summary Note
The findings include: "We found that the governance and program management arrangements for the LMBR program have not been effective in ensuring that the LMBR program’s development and implementation met time, cost and quality requirements ... While some elements of the program have been implemented, the Department has not effectively managed the realisation of planned outcomes and benefits established for the LMBR program. The LMBR program established a benefits realisation approach, strategy and plan, but this was not fully adopted by the business or monitored by the LMBR PMO [Project Management Office]." - p. 4-5.
