Summary Note "The Department of Education estimated maintenance backlog of $732 million at 30 June 2015, an increase of $195 million from 2013-14. This is due to maintenance funding not keeping pace with the growth in school maintenance needs. Total school maintenance funding increased from $321 million in 2013-14 to $347 million in 2014-15. However, less than half the school maintenance budget was used to address backlog maintenance. The Department of Education has the following strategies to respond to the increasing backlog maintenance: The annual Total Asset Management (TAM) submission to Treasury highlights the increasing funding gap associated with maintenance. The Secondary Schools Renewal Program, which is a capital funded program targeted at high schools, is designed to ensure the current maintenance backlog is a key indicator in determining those schools that will receive funding. The revenue generated from the Department’s asset disposal program is allocated to schools with the highest maintenance liability." - p. 15-16.
With respect to the Learning Management and Business Reform (LMBR) program. "Significant system implementation issues resulted in: institutes experiencing delays in enrolling students; large volumes of manual processing required by TAFE NSW staff; inability to fully reconcile cash balances; difficulties in reconciling student enrolments with revenues recorded in the financial statements. There were also significant issues with the design of user access and security controls." - p. 9.
