Summary Note This Review began with an analysis of publicly available school level reporting in comparable English speaking jurisdictions. Jurisdictions were chosen to provide maximum variation in possible approaches (Chapter 1). Focus group interviews were conducted with more than 200 school leaders, teachers, parents and students in a purposive sample of 10 high-gain schools (Chapter 2). Thirty-three public submissions were received, and interviews were conducted with more than 70 stakeholders representing 23 school system, sector, union and parent stakeholder groups (Chapter 3).
