Summary Note "In relation to education and training, the report is underpinned by an assumption that 'it is necessary to devolve control and responsibility to more local and community levels' in order to achieve improved student outcomes. No evidence is provided to support this assumption. All that follows in Part 4, which deals with education and training, flows from that assumption and from the report's view that teachers do not always act appropriately when it comes to their entitlements, such as sick leave. The impression is that devolution will fix these ills ...
