General Note
The Education Commission was established under the terms of the Education Commission Act (No.23, 1980). The Commission consisted of six members appointed by the Governor, five elected members and two ex-officio members. The members appointed by the Governor consisted of a chairman nominated by the Minister of Education, a member of the Higher Education Board, and four other nominees of the Minister. The elected members consisted of one member each elected by primary, secondary, and technical and further education teachers, and one member each elected by the Parents and Citizens Association and the Federation of School/Community organisations. The Director Generals of Education and Technical and Further Education were appointed to the two remaining ex-officio positions. The Commission had both an industrial and a policy function. It was responsible for the employment of members of the Education, and Technical and Further Education Teaching Services. It determined conditions of employment and was empowered to enter into industrial agreements. The Commission was also responsible for providing advice to the Minister on the formulation and implementation of policies concerning public education in New South Wales. It regularly provided the Minister with an overall statement of objectives and priorities for public education, reviewed the implementation of policy, established priorities in the allocation of funds, liaised with Commonwealth funding agencies, and undertook research. The Commission last met in March 1988. Its policy functions were assumed by the Ministry of Education in April 1988.-- State Records New South Wales website.
