Getting the right teacher in the right place at the right time in over 750 schools spread across a state the size of Western Australia is a substantial and challenging task. Changing staffing processes carries significant risk, in meeting the often diverse needs and concerns of schools, teachers, children, the education system and the community. For many years, a rules based central placement system has generally met only the most basic staffing requirement to have a qualified teacher in each classroom. It has not been effective at matching the best teacher to the local needs of schools, with negative impacts for teachers and schools. There has, until recently, been little action to address these shortcomings because of the risks involved and the consequences of getting it wrong.
