General Note In this paper, presented at the NSW Teachers Federation's 2010 Principals Conference, the Federation's former President Denis Fitzgerald argues that state and federal bureaucrats who claim to support principal freedom and autonomy have also placed constraints on principals "in the areas of facilities, resources, curriculum, access to quality staffing, assessment, reporting and community relations" (p. 7). He also articulates what school principalship should be and why it has become even more important with "the retreat of the Department from its historic role in educational leadership and support" (p. 11).
