Summary Note "After considering the evidence to this inquiry, the committee’s view is that the current regulatory approach to home schooling can be enhanced. Various improvements can be made, as recommended in this report, such as provisional registration periods and longer periods of registration for more experienced home schoolers. In addition, the committee has recommended that the Department of Education and Communities investigate and report on the barriers to home schooled students accessing and being awarded with the Higher School Certificate. These reforms aim to maximise the educational opportunities for home schooled children, so as to promote positive outcomes in terms of academic performance, development and wellbeing. Also, to ensure that home schoolers are valued and involved in decision making, the report recommends that home schooling representatives are included on a consultative committee to be established to provide input on the development, implementation or review of any policies affecting the home schooling community. It is my concern that if the Government, through the BOSTES, continues to miss opportunities to engage with the home schooling community, it will only be to the detriment of educational outcomes for our children." - Chair's foreword, p. xi-x11.
