Summary Note "Despite Australia comprising only 0.3 per cent of the world’s population, 2.8 per cent of the world’s immigrants live here. There are now, as a proportion of the population, more people living in Australia who were born overseas than at any other time in the last 130 years. This is part of the Australian success story and deserves to be celebrated. The contribution of migrants has built the richly diverse, dynamic and multicultural Australia of today (page 1) ... [The Panel] arrived at a set of reform directions that could be considered by Government as it decides on its approach to the migration system ... [These are] Develop a clear migration strategy to guide Australia over coming decades; Redefine how Australia determines the size and composition of the migration program; Better target permanent skilled visas to maximise economic outcomes and remain internationally competitive; Be led by the evidence, in temporary skilled migration; Adopt principles and guardrails to manage risk in temporary skilled migration; Resolve and avoid 'permanently temporary' migration; Restore the Working Holiday Maker program to its original intention; Review approach to Parent visas; Strengthen international student outcomes and transitions; Unlock all migrant potential; Improve and restore clarity to the role of migration in international relations; Invest in policy, service delivery and enabling capabilities." - pages 7-10.
